New Executive Decree No. 4 Offers Tax Exemptions, Free Navigation Permits, and Streamlined Registration for Yachts, Charters, and Sportfishing

Panama City, Panamá (March 2025) – In a landmark move to solidify its reputation as a premier nautical tourism destination, the Government of Panamá and the Authority of Tourism for Panamá (ATP) have announced a series of incentives under Executive Decree No. 4, effective February 11, 2025.

These incentives are designed to attract foreign yachts, mega-yachts, and charter vessels engaged in yachting, sportfishing, and recreational maritime activities. The decree simplifies registration, introduces significant tax exemptions, and promotes nautical events—all while ensuring sustainable sector growth.

“Panamá has tremendous potential to become a world-class nautical destination. With this new regulation, we strengthen the country’s competitiveness and create new opportunities for tourism and the local economy,” said Eng. Gloria De León, Minister of Tourism of Panamá.

Key Benefits of Executive Decree No. 4

1. Special Free Navigation Permit

• Vessels engaging in nautical sports and sportfishing in Panamanian waters will receive a free navigation permit valid for their first three (3) months of stay.

2. Exclusive Benefits for Charter Vessels

• Local charter operators can now access a free navigation permit for vessels registered in Panamá or abroad.
• This benefit is available under a special temporary charter contract, provided safety regulations are met.

3. Zero Taxes and Fee Exemptions

• Foreign yachts and mega-yachts are exempt from all taxes, fees, and charges for arrival and anchorage, for up to one year when engaged in nautical sports or sportfishing activities.

4. One-Stop Registration Office for Vessel Entry

• A dedicated office will be established at state-run and concessioned ports, marinas, and docks to streamline vessel entry, stay, and departure procedures.

5. Adjustment of Port Fees

• The Panamá Maritime Authority (AMP) will have the ability to adjust rates for vessels, ports, docks, and marinas, further incentivizing nautical tourism.

6. Promotion of Nautical Events and Exhibitions

• The government will actively support and promote events, including sportfishing tournaments and exhibitions, across public and private marinas and ports.

7. Industry Training Programs

• A comprehensive training program will enhance knowledge and skills in nautical tourism for government officials and industry operators.

8. Creation of a Nautical Tourism Office

• A new Nautical Tourism Office within the AMP will oversee initiatives to develop and support the sector.
